About this engagement

Is this legal under GDPR?
It depends on your original lawful basis and the jurisdiction of the contacts, and it is a question for your counsel rather than for me. Practically, I work from lists where a prior relationship exists, honour suppression rigorously, and will not touch a purchased list.
How big does the list need to be?
Around two thousand contacts is where segmentation starts to pay for itself. Below that the analysis costs more than the pipeline it produces, and a manual pass by your own team is the better answer.
What if our CRM data is a mess?
That is the normal case and the cleaning is inside the scope. If it is severe enough that loss reasons and stages are unrecoverable, I will tell you before we start rather than after.
Will this annoy people?
Only if the email has no reason to exist. Every sequence here is built on a genuine change since they went quiet, and opt-outs are honoured immediately and permanently.
